BIOGRAPHICAL DATA Christopher "Kip" Starck was born in Chicago and raised in Deerfield, Illinois; Admitted to the Illinois and U.S. District Court, Northern District of Illinois in 1979, Supreme Court of Wisconsin, 1980; and the Federal Trial Bar in 1981; Graduated from Carroll College in 1976 with a Bachelor’s of Science Degree in Business Administration and Psychology and Loyola University-Chicago, School of Law in 1979 with a Juris Doctor.
Continuing Education includes: regular attendance at Illinois Judicial Conference courses in various areas, including mediation; ISBA courses, LCBA seminars; National Judicial College Courses, and National Center for State Courts courses including case management and ADR topics. He has been certified to teach courses in case management and ADR by the National Center for State Courts.
Employment Experience: Donald T. Morrison, and associates 1979-1982 where he handled plaintiffs personal injury cases, malpractice cases and eminent domain litigation; Hinshaw, Culberston 1982-1984 where he handled personal injury and malpractice defense cases ; Leahey and Eisenburg 1984-1985 where he handled property loss and fire cases and personal injury cases, both as a plaintiff and as a defendant; Smoker and Starck, where he was a name partner and represented both plaintiffs and defendants in personal injury litigation, contracts and professional negligence; Circuit Court Judge, State of Illinois, appointed as an Associate Judge in 1989, appointed by the Supreme Court as Circuit Judge in 2000, elected in 2002 – served as Chief Judge (2004-2007), Presiding Judge and trial court judge in all divisions, retired from bench January 31, 2016.

ADR EXPERIENCE He completed the John Paul Jones Group Comprehensive Mediation program in 2008. He has also been certified to teach mediation programs for NCSC. As a sitting judge, he regularly conducted pre-trial and settlement opportunities for a variety of case types including personal injury, malpractice, contracts, condemnation and family disputes. As Chief Judge he supervised and coordinated the Arbitration and Mediation Program. As a Circuit Judge, he approved the mediation programs for small claims cases, divorce cases and mortgage foreclosure cases. He has served as a mediator in personal injury and commercial litigation cases.
